SHORT STAY AND DISABLED PARKING PLACE WITHIN THE AFOREMENTIONED CPZ MINOR CORRECTIONS TO CARRIAGEWAY SIGN AND MARKINGS TO COINCIDE WITH EXISTING BUS LANE ORDER The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 13) Order 2019; The Waltham Forest (Charged-For Parking Places) (Amendment No. 12) Order 2019 (CHN)
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest on 12th September 2019 made the above-mentioned Traffic Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, the general effect of which will be to continue indefinitely certain provisions mentioned below of the experimental traffic Orders listed in the Schedule to this Notice, which by way of an experiment provided:
(a) The Cann Hall North (CHN) Controlled Parking Zone (CPZ) which comprised of the following roads: Acacia Road, E11; Beachcroft Road, E11; Briscoe Close, E11; Cecil Road, E11; Cobden Road, E11; Cookes Close, E11; Howard Road, E11; Lancaster Road, E11; Lansdowne Road, E11; and Sansom Road, E11; where permit holder's parking places (for the use of vehicles in respect of which a 'CHN' permit or other valid permit has been granted), operating Monday to Fridays, 10 a.m. to 4 p.m., and waiting restrictions, operating either Monday to Fridays, 10 a.m. to 4 p.m. or 'at any time' at road junctions, dropped kerbs and other locations vulnerable to obstruction;
(b) a short stay parking place (30 minutes maximum stay, no return for 2 hours) operating between 8am and 6.30pm on Mondays to Fridays inclusive on the south-west side of Howard Road, opposite the sides of Nos. 396/398 and 414 High Road Leytonstone; and
(c) formalised disabled persons parking places in Briscoe Close, Cecil Road, Cobden Road, Cookes Close and Lancaster Road operating 'at any time' for use only by disabled persons 'blue badge' permit holders.
Parking permit eligibility and other criteria, along with variations in pricing for certain parking permits based on vehicle emissions will apply on the anniversary/renewal of any existing permit granted for use in the aforementioned CPZ These conditions became effective from 1st April 2019. Further details are explained in the 18th March 2019 edition of WFN issue 223 (see traffic order reference 72110(19)); alternatively, further details will be explained when renewing permits.
2. FURTHER NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned in paragraph 1 have made minor amendments to signs and markings on-street, in relation to a certain designated Bus Lane already existing on the north-east side of Whipps Cross Road E11 situated between Chadwick Road and Whipps Cross roundabout to coincide with the operational provisions of The London Borough of Waltham Forest Bus Lane Traffic Order Amendment No. 5, 2006 (2006/43)
3. Copies of the Orders, which will come into operation on 12th September 2019 and all other relevant documents can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 6 weeks from that date, at: (a) The Information Desk, Town Hall, Forest Road, Walthamstow, E17; and (b) Low Hall, Argall Avenue, London, E10 7AS.
4. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
