WOODFORD NEW ROAD REGION (WNR) - A406 NORTH CIRCULAR TO BOROUGH BOUNDARY WITH REDBRIDGE IG8 AND ASSOCIATED SIDE ROADS (T32(20))

PROVISION OF "AT ANY TIME" WAITING AND LOADING RESTRICTIONS, CYCLE LANES AND CYCLE TRACKS AND TRAFFIC CALMING MEASURES

1. NOTICE IS GIVEN that the Council of the London Borough of Waltham Forest in consultation with the London Borough of Redbridge proposes to make the above-mentioned Orders under sections 6 and 45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. The general effect of the Orders to coincide with cycle improvements and new road layouts would be:-



(a) in Woodford New Road A104 (WNR) - both sides - convert all single yellow line waiting restrictions between the start/end point of the existing Clearway opposite Chelmsford Road E18 to the borough boundary with the London Borough of Redbridge (common boundary between Maywood and Sinclair) to double yellow line 'at any time" waiting restrictions:



(b) in the sections of road mentioned in item 1 (a) above provide no loading restrictions (kerb markings) by means of yellow kerb markings:



a. "at any time" (double kerb blips)



i. on the south-east side



ii. on the north-west side - (1) between the commencement/end of the Clearway opposite Chelmsford Road E18 and the rear of No. 18 Oak Hill Gardens and (2) between the northernmost boundary of No. 4 Oakhill Gardens the borough boundary with Redbridge



b. between 7am and 7pm throughout the week (single kerb blips) -between the rear of Nos 18 and No. 4 Oak Hill Gardens;



(c) in Woodford New Road A104 (WNR) provide mandatory Cycle Lanes operating "at any time" at specific sections between waterworks roundabout and the southern kerb line of Oak Hill:



a. north-west side - between a point 98 metres north-east of the northernmost edge of the northernmost entry/exit triangular island site of the waterworks roundabout (northern arm of WNR) (hereinafter called 'the island site') to a point opposite the southern kerb line of Chelmsford Road E18;



b. north-west side - between a point in line with No. 18 Oak Hill Gardens north-east to a point 44 metres south-west of the south­west kerb line of Oak Hill;



c. north-west side - between a point opposite Waldencot and Southill north-eastward to the borough boundary with the London Borough of Redbridge (opposite the common boundary between Maywood and Sinclair);



d. south-east side -between a point 98 metres north-east of the island site to a point opposite the southern kerb line of Chelmsford Road E18;



e. south-east side - between a point adjacent the northern kerb line of Chelmsford Road E18 and a point in line with the common boundary of Nos. 17 and 18 Oak Hill Gardens;



f. south-east side - between a point in line with the common boundary of Nos. 12a and 14 Oak Hill Gardens and a point 44 metres south-west of the south-west kerb line of Oak Hill; and



g. south-east side - between a point outside the western wall of No. 61 Fuller's Road E18 north-east to the borough boundary with the London Borough of Redbridge (common boundary between Maywood and Sinclair);



2. FURTHER NOTICE IS HEREBY GIVEN that the Council, in accordance with section 65 and 66 of the Highways Act 1980, intends to convert/ modify or re-create certain lengths of the footway and carriageway space of Woodford New Road into segregated cycle track for use by cyclists in all locations between the Cycle Lanes mentioned in item 1 above. The cycle tracks are proposed to aid cyclists to link with the Cycle Lanes along the route, and to avoid fast moving traffic on the carriageways. Priority is maintained for pedestrians when entering or crossing segregated cycle tracks from the footways



3. A copy of each of the Orders, the Council's statement of reasons for proposing to make the Orders and plans showing the locations and effect of the Orders and measures can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders, at on request by emailing enjoy®
