Police say two young people on bicycles were seen yanking at small trees in the middle of the night.
Last week, neighbours woke up to a street of damaged saplings in Langley Way, Watford - the second time it has happened in the last couple of months.
Hertfordshire Constabulary has now confirmed it received a report on Wednesday June 12 at 3.18am of two young people wearing hoodies on bikes seen damaging trees.
A member of the public gave chase but they got away in the direction of Hempstead Road.
The safer neighbourhood team are investigating the damage and mayor of Watford, Peter Taylor, condemned the vandalism calling it "mindless".
He wrote on Twitter after the incident: "We are working with the police and residents to find the culprits and try and stop this from happening again."
Members of the community also called for increased security in the area such as CCTV cameras or keeping street lights on past midnight.
Anyone with any information about the vandalised trees should call police on 101 quoting ISR 52 of June 12.
